A Review of Sub-National Development Planning in Nigeria: The Cross River State Experience (1999-2010)

This paper examines how the planning effort of a sub-national government can engender social transformation in Nigeria. Cross River State in South-South zone of Nigeria currently has a comprehensive economic planning structure with annual budgets linked to medium term plans and the perspective plan. These plans are also linked to the Medium Term Sector Strategy (MTSS) and Medium Term Expenditure Framework (MTEF) that are monitored and evaluated periodically in a systematic manner. The Cross River State Vision 2020 (CR V2020) seeks to put the State in the global scene as a serviceled economy; a preferred destination for tourism and business by 2020 with three phases of Medium Term strategic plans called Cross River State Economic Empowerment and Development Strategy (CR-SEEDS 2,3, &4). Drawing on experiences of four fast moving economies – Mauritius, Dubai (UAE), Singapore, and India - the paper argues that a service revolution is possible, and the goals and targets of CR V2020 (2009 -2020) are attainable if learning points from experiences of the benchmark economies are taken seriously.
